macOS does not reliably remember the sample rate of USB DACs. When the device powers up, reconnects, or the Mac wakes, Core Audio snaps it back to a default such as 44.1 or 48 kHz. Audio Freezer watches for this and immediately sets the rate back to the one you chose.
Audio Freezer is free for 7 days from the day you install it. After that, a one-time unlock keeps device management running. The app stays usable either way; only the automatic rate and volume management pauses until you unlock.

No. Many USB DACs and amplifiers use a hardware volume knob and expose no software volume to macOS. Audio Freezer correctly shows these as hardware-controlled, which keeps playback bit-perfect.
